"Here Comes New Challengers?!"
A new scan has surfaced with pictures of the new Nesys cards as well as the game's bonus stages, and characters. This most likely is related to the location test for the arcade version of Super Street Fighter 4 which will be in Japan later this week.
Something that stands out about this scan is the blue text at the bottom of the picture that states "Here Comes New Challengers?!"
Capcom has not announced any new characters, so the blue text may refer only to the new entrants to the SF4 series (Dudley, Ibuki, etc). But you never know!
It is too early to draw a conclusion from something so small, but if you'd like to voice your opinion on what you think this means feel free to do so by commenting on this article or by heading over to our forums.

Some people are reading into this too much (I'll do a rough translation):
Next to HERE COMES THE NEW CHALLENGERS?! the Japanese text reads as "The New Challengers' Shadows"
I'm assuming that is referring to the characters above that are indeed new, but to the arcade version. To further prove my point above the picture of Ryu vs. Juri at the Character Select and to the left of Abel it says, "18 new characters added for a grand total of 35. On top of that, all of the characters have 2 Ultras!"
18 new characters on top of the original 16 presented into the arcade version + Gouki/Akuma for a grand total of 35.
TL;DR Here comes the new challengers only references the new characters not in the arcade version.
Good point, IIDesuyo. Everybody needs to keep expectations realistic, but why would they put question marks in there? Question marks indicate that there is something unknown. The numbers you refer to could be confirmed features, but they could be saying... "but is there more coming?? maybe!"

I was inclined to agree that this was blown way out of proportion until I noticed something iidesuyo pointed out (ironically to DISprove it). Iidesuyo, you are right in your /literal/ translation of the Japanese text by the new challengers English text. however the English translation of the meaning there is more like "a sign of new challengers". Theres a connotation like something is there, but you dont know what. As furious pointed out, the question marks kind of back that up. Given they have pics of the already added characters it seems strange if that's what they're referring to but I guess it's possible.
I was really thinking "you must be kidding me" at first, but now.. not so much!
They're adding new characters. Why would they frame it as a question if they were just talking about the characters added to console Super?
I'm sure Hugo is one of the new (because he's in the guy/cody stage), and if anyone follow the Udon comic (Ibuki legends) Elena and Oro appears, and before super street fighter IV come out in the comics appears Guy, Adon, Cody, Juri, etc etc... so it's possible that those character come out....
for Elena and Oro I mean...
Well, in Chun's Street Fighter Legends comic Yun and Yang appear and in Sakura's Karin, R. Mika and even some Rival Schools characters make an appearance. I wouldn't read anything into those comics.
I would love to have Karin in SSFIV though. That would complete my list of all my favorite Street Fighters ever (Makoto, Cammy, Ibuki, Karin, and newly added Juri).

I'm not saying that i think Hugo won't be there if new characters are indeed added, but that's such weird logic to go on, don't you think?
not only would they have add an entirely new character into the mix if Hugo is the case (geometry, colors, voice, animations and whatever), but it'd also force them to change the condition and geometry of an entire level to compensate for his appearance as a fighter.
if all else, the Metro City stage makes it LESS likely for him to show up, over a character that's not in the game in the first place.
adding ANY new character is a commitment to a lot if work. far more than an aesthetic stage change. There's no reason to think they'd avoid putting in a certain character just because it would require a minor stage change.
I'd hate to sound like Captain Commonsense, but I think it had to do with the "console" characters due to the fact that all the people they are showing are the ones not in the arcade (if u played the arcade then you know Akuma WAS playable in it). They said they wouldn't rule out new characters but this article is focusing on the console "new" characters.
Actually I think boss is right except not the characters tger are showing but the ones they aren't. the ones that are "new" to the sf universe w/ super- just juri and hakan. those are the only ones not pictured w/ a name (although juri is in the screenshot). It does sonewhat fit with the eng/jpn text and what's pictured.
Street fighter 5 won't be coming out for a couple of years and we need a complete SSTf4 by adding trilogy they did it in Alpha and Sf3 so why not
a true final version needs some more though... like guard break!

Then why the question mark. That's the only thing that makes me personally wonder if there's more. Because why put a question mark if some of you who think it's just the console characters are right?
All of those characters are fact, not question.
Question mark means something is uncertain. Console characters are certain.
Its fun to speculate though eh?
well, if you've ever been to japan, you know they're pretty lax with their use if the English language, so it's hard to say if the question marks ate really meant to con ey something or were just put there without a lot of thought. The Japanese line is more telling to me, but I do think it might make sense from the pics and character count that they're just talking about juri and hakan. I wouldn't rule anything out though you could make a case either way. will be interesting to find out...

screenshot with two new character slots is out... could it be "captain commonsense" is losing his powers?! lol
one of them have to be Elena (ftw :p) because the africa stage (like in the 3strike) is in SSFIV, it's pretty obvious,
IIDESUYO then how do you explain the new screen shot with two empty character slots. There with be new characters I can feel it in my Hadouken.

The thing that I'm curious about is if thats going to be for the XBOX 360 and PS3. Is it going to be downloadable content? Are the characters new? Or are they past characters?
