I think we are severely overlooking two serious pieces of information for ninja success: LOCATION and TIMING.
For example: clogs would be severely limiting in one's ninja'ing abilities on say, any given road on most days--what with the aforementioned clickity-clacks.
HOWEVER, if a PARADE were to be going on on that road, then suddenly we're talking about a ninja undetectable among the clydesdale horses and a stealth kill unseen in front of thousands of on-lookers. That's elite.
Likewise, Guy's bright red outfit and sneakers make him clearly stand-out in a crowd.
UNLESS that crowd happens to be a bunch of MARATHON RUNNERS among which he is as invisible as the wind, and could effectively kill every one of them before they reached the finish line--BEFORE ANYONE COULD FIGURE OUT WHAT THE FUCK WAS HAPPENING.

A successful ninja can adapt to any environment; as Monstergogo said, one particular outfit works for a particular environment. However, ninjas should operate at night. A black or dark outfit is therefore the best for a wide range of scenarios. Both Vega and Guy's outfits are too bright. I don't claim to be a ninja expert but my grandfather is half ninja, making me 1/8 ninja.
