There are actually two different Tekken notations: US and Korean.

US Tekken notation uses the Capcom's directional inputs (ff, b, db) with the below number system for buttons.

1 = Left Punch

2 = Right Punch

3 = Left Kick

4 = Right Kick

1+2 = both punches

1+3 = left throw

3+4 = both kicks

2+4 = right throw

There are additional notations used such as

~ - slightly delayed timing

B! - bound

_ - options

Korean Tekken notation uses Guilty Gear's directional inputs (66, 4, 1) with the below letter system for buttons.

lp = left punch

rp = right punch

lk = left kick

rk = right kick

ap = both punches

ak = both kicks
